Nokia Lumia 2520 specs

You can order an unlocked version of the Nokia Lumia 2520 it costs around 600 US dollars. This nokia has be released since 2013 but still not officially in nigeria. You can't find it in any nokia office!! could someone tell me why it is not available in any of the nokia office in nigeria? does it mean it is not made for the region?
